Originality/value- The characteristics of ethnic groups received somewhat less attention from the academic researchers, there is a paucity of academic papers in this area, it has been neglected the relationship among ethnicity, service quality, and customer satisfaction in public sector. This has been identified as a need in the literature. Therefore, this paper presents a framework for evaluating local public communication within multi-ethnic communities.
