پیدایش مسکن اجتماعی مقارن با پدیدار شدن آثار و نتایج انقلاب صنعتی در قرن 19 میلادی می باشد. با وقوع انقلاب مبانی تولید دگرگون شده و همزمان با آن، دامنه مهاجرت روستاییان به شهرها به منظور اشتغال در کارخانه ها و مراکز صنعتی تولیدی افزایش چشمگیری یافت. یکی از آثار این مهاجرتها افزایش نرخ شهرنشینی و به تبع آن توسعه و گشترش شهرها بود. در چنین شرایطی تقاضا برای مسکن شهری رشد یافته و به دلیل ناکافی بودن عرضه مسکن مناسب جهت استقرار روستاییان مهاجر، گروهی از آنها در خانه هایی محقر و فاقد تجهیزات بهداشتی و رفاهی ساکن شدند. مجموعه عوامل ذکر شده موجب گردید از نیمه دوم قرن نوزدهم تفکر ایجاد مسکن اجتماعی در گروهی از کشورهای اروپایی مطرح شود. انگلیس، آلمان و دانمارک از جمله کشورهایی بودند که طی سالهای فوق اقدام به ساخت و اجاره مجتمع های مسکن اجتماعی نمودند. امروزه با کاهش میزان کمبود مسکن سهم مسکن سازی اجتماعی کاهش یافته است. اغلب کشورهای اروپایی سیاست کاهش ساخت مسکن اجتماعی و در مقابل اتخاذ سیاست گسترش سکونت ملکی را انتخاب نموده اند.
