Project evaluation with democratic decision-making: What does cost–benefit analysis really measure?

کاربردی شدن هزینه فرصت به ابزار مدیریتی خاص خود نیاز دارد. یکی از این ابزار، تحلیل هزینه- منفعت است. تحلیل هزینه- منفعت (مانند بسیاری دیگر از مفاهیم علمی) هدیه نظامیان به دنیای علم است. در سال 1936 این تکنیک توسط یگان مهندسی نیروی زمینی آمریکا به عنوان روشی برای تصمیم‌گیری در خصوص احداث یا عدم احداث سیل‌بند بر روی آب‌های جاری ابداع گردید. روش به دلیل سادگی و در عین حال موثر بودن مورد توجه اقتصاددانان قرار گرفت و از دهه 1950 رسما به ادبیات اقتصادی راه یافت. تحلیل هزینه- منفعت یک منطق تصمیم‌گیری است که برمبنای محاسبه پیامدهای محتمل گزینه‌های مختلف تصمیم عمل می‌کند. تحلیل هزینه- منفعت به پنج سوال اساسی پاسخ می‌گوید:
1- چه منافع مستقیمی از این هزینه عاید خواهد شد؟ 2- چه منافع غیرمستقیمی از این هزینه عاید خواهد شد؟ 3- آیا منافع حاصل نسبت به هزینه‌های حاصل‌شده بیشتر است؟ 4- اگر هزینه انجام نشود چه زیان‌هایی واقع خواهد شد؟ و 5- اگر این اقدام ضروری است آیا گزینه کم‌هزینه‌تری برای انجام آن وجود دارد؟. این روش تحلیلی کمک می‌کند تا تصمیم مناسب برای ایجاد حداکثر منافع در مقابل حداقل هزینه مشخص شود. تحلیل هزینه- منفعت یک روش ریاضی است ولی آن چه بیش از متدولوژی کار اهمیت دارد درک فلسفه و مفهوم این نگرش است. در این نگرش، مدیران در هر تصمیم و انتخاب به سوی بهره‌گیری از بهترین فرصت ممکن فراخوانده می‌شوند و این، فلسفه تفکر استراتژیک است.
