در دهه های اخیر شاهد ظهور رویکردی جدید در مدیریت دولتی بوده ایم. بعبارت دیگر رویکردی جدید که برای رویارویی با مشکلات و مسائل پیچیده عصر حاضر شکل گرفته است. ضرورت برخورد با چالش هایی از قبیل تغییر تکنولوژی، جهانی شدن، انقلاب اطلاعات و رقابت بین المللی، دولت ها را ناگزیر از ایجاد تغییرات عمده ایی در بخش مدیریت دولتی خود نموده است. پارادایم الگوی سنتی اداره که در بخش اعظم قرن بیستم یک نظریه غالب محسوب می شد، در طی سال های اخیر که شاهد تغییراتی به مراتب وسیعتر از همه تغییرات قرن بیستم بوده ایم، جای خود را به «مدیریت گرایی» یا مدیریت دولتی جدید داده است. ویژگی مهم رویکرد نوین مدیریت دولتی جلب مشارکت مردم در انجام امور و سپردن کارها به دست آنان است. رویکرد «مدیریت گرایی» برای جوامعی مناسب است که در آن ها نظر ارباب رجوع و مشتریان سازمان ها از ارج و اهمیت بالایی برخوردار است، کرامت وارزش انسان مد نظر است و پاسخگو بودن به نیازهای جامعه و رضایت اهل آن هدف اصلی سازمان هاست.
