برنامه ریزی عملیاتی بیشتر بر بازدهی و کارایی ( انجام درست کار ) تاکید دارد. برنامه ریزی عملیاتی به منافع فعلی واحدها توجه دارد . در برنامه ریزی عملیاتی روش های کار غالباً تجربه شده و متکی به دستاوردهای گذشته است در برنامه ریزی عملیاتی ساختار و شرایط محیطی دارای ثبات نسبی فرض می شود و انعطاف پذیری تصمیمات کمتر است . برنامه عملیاتی در واقع سر رسید سازمان می باشد . برنامه ریزی عملیاتی بازوی اجرایی برنامه ریزی استراتژیک است در حالیکه برنامه ریزی استراتژیک در تعیین دور نما و مسیر حرکت برای آینده کمک می کند این مهم تحقق نخواهد یافت مگر از طریق برنامه ریزی عملیاتی که دور نما و مسیر حرکت سازمان را زنده و پویا نگه می دارد . برنامه عملیاتی در واقع یک سند و مدرک با نتایج – اختصاصی مشخص در یک دوره زمانی ( معمولاً یک سال ) می باشد. همچنین برنامه عملیاتی دارای فعالیتهای اختصاصی همراه با منابع لازم برای آنها ، جهت حصول نتایج می باشد. فرایند برنامه ریزی عملیاتی در واقع درگیری مستمر و مداوم مجریان ، مدیران و کارمندان کلیدی در تهیه برنامه های عملیاتی برای کل سازمان و نیز برای واحدهای اختصاصی سازمان می باشد . برنامه ریزی عملیاتی قسمت نهایی مدیریت در هر سازمان می باشد و هدف آن عبارت است از رسیدن به نتایح کوتاه مدت عملی . برنامه عملیاتی اولین وسیله ای است که برنامه استراتژیک را به فعلیت درمی آورد، بنابراین باید به نحو دقیقی هماهنگ و ادغام یافته با برنامه استراتژیک باشد .
