هدف بهره وری، عبارت است از به حداکثر رسانیدن استفاده از منابع، نیروی انسانی، سرمایه، مواد خام تولیدی، زمان و... به شیوه ای عملی و با کاهش هزینه های تولید، به منظور گسترش بازار، افزایش اشتغال، کوشش برای افزایش دستمزدهای واقعی و بهبود معیارهای زندگی، به شکلی که به نفع کارکنان، مدیران و مصرف کنندگان باشد. بهره وری، نسبت میان مقدار کالا و خدمات تولید شده (برون داد) و میزان منابعی که برای تولید آنها مورد استفاده قرار گرفته (درون داد) است را مورد بررسی قرار می دهد. در این تعریف منابع شامل همه منابعی که برای مدیران قابل دسترسی هستند (اعم از نیروی انسانی، سرمایه، مواد خام تولیدی، زمان، علم و فنّاوری های نوین و...) است. از نگاه تئوریک، رشد بهره وری نیروی کار، با دو منبع «رشد سرمایه سرانه» و «ارتقای بهره وری کل عوامل»، رابطه مستقیم دارد. بهره‌وری کل عوامل، معیاری است که توصیف‌کننده استفاده صحیح و بهینه از عوامل تولید و همچنین درجه دستیابی به اهداف از پیش تعیین شده می‌باشد. شاخص «بهره وری کلّ عوامل تولید»، بیانگر متوسط تولید به اِزای هر واحد از کلّ منابع تولید است. این شاخص، بیانگر برایند تحولات بهره وری نیروی کار و سرمایه است. شاخص بهره وری کلّ عوامل تولید، وضعیت اقتصاد کشور را از نظر استفاده بهینه از منابع نشان می دهد. بهبود بهره وری کلّ عوامل تولید، می تواند در نتیجه عواملی مانند: مدیریت بهتر منابع تولید (شامل تخصیص بهینه منابع و استفاده بهتر از منابع و امکانات موجود)، افزایش سرمایه انسانی (شامل ارتقای سطح بهداشت و سلامت و افزایش سطح آموزش و مهارت نیروی کار)، افزایش انگیزه نیروی انسانی برای کار بیشتر و بهتر، اصلاح ساختار سِنّی و جنسی و شغلی نیروی کار، خلّاقیت و نوآوری و پیشرفت فنّاوری، رخ دهد.
