مهندسی مجدد به معنی آغازی دوباره، از نو متولد شدن، از نو شروع کردن است.
مهندسی مجدد یعنی دگرگون سازی، دگرگونی در ذهن، طرز فکر و نگرش مدیران و کارکنان، در فرهنگ و نظام ارزشی، در فرایندها و پردازش ها، در ساختار و سازماندهی، و در روش استفاده از فناوری اطلاعات و ارتباطات در سازمان ها.
«مهندسی مجدد فرآیندهای کسب و کار» یک نگرش مدیریتی است که برای پیشرفت به وسیله افزایش کارایی و اثربخشی فرآیندهای موجود در سازمان به شمار می رود.
تفکر مجدد بنیادین و طراحی مجدد فرآیندهای کسب و کار اغلب برای دست یابی به اصلاحات چشمگیر در موارد حساس و سنجش همزمان کارایی پارامترهایی مانند هزینه‌ها، کیفیت، خدمات و سرعت صورت می گیرد.
در مهندسی مجدد، طراحی ریشه ای فرایندها، تشکیلات، و فرهنگ یک شرکت برای دستیابی به جهش هایی خارق العاده در عملکرد آن شرکت صورت می گیرد و به کنار نهادن شیوه های قدیمی و سنتی و نگرشی جدید به کار برای به وجود آوردن محصول و یا خدمتی مناسب و نیز ارزش دادن به مشتری مد نظر است.
هدف مهندسی مجدد، دستیابی به نیازهای امروزی همچون کیفیت برتر، خدمات، انعطاف پذیری، هزینه پایین است و در نتیجه باید فرایندها را ساده نمود.
توضیحات فوق نشان می دهند که مهندسی مجدد معمولاً در کل پیکره یک سازمان و یا شرکت صورت می پذیرد و اقدام به آن تنها در یک بخش سازمان را نمی توان مهندسی مجدد نام نهاد، اگر چه می توان فرایندهای کاری مختلف یک زیر مجموعه را نیز مهندسی مجدد نمود اما شاید اعمال نمودن این بحث مدیریتی در تمام آن مجموعه با توجه به چالش های پیش رو، لازم باشد.
عصر حاضر به گونه ای است که در معرض تغییرات سریع و مداوم قرار دارد و این تغییرات بر رفتار و نیازهای مشتریان نیز اثر می گذارد؛ بنابراین، سازمان ها نیز لازم است که این تغییرات را و اثر آن را بر مشتری تجزیه و تحلیل کرده، و در فرایند فعالیت های خود اعمال نمایند.
مهندسی مجدد یا همان BPR (که سرواژه عبارت Business Process Reengineeringاست)، روندی است که در آن وظیفه های فعلی سازمان جای خود را با فرایندهای اصلی کسب‌وکار عوض کرده و بنابراین، سازمان از حالت وظیفه‌گرایی به سوی فرایند‌محوری حرکت می‌کند.
جنبش BPR با انتشار عمومی دو مقاله در سال ۱۹۹۰ شکل گرفت.Thomas H.DavenPort و James R.Short در این مقالات اظهار داشتند که طراحی مجدد فرآیند و استفاده از IT میتواند سازمانها را متحول و فرآیندهای کسب و کار را به طرز چشمگیری بهینه سازی کند. آنها BPR را "تحلیل و طراحی گردش کار و فرآیندها درون و میان سازمانها" تعریف کردند و ترکیب IT و طراحی مجدد کسب و کار را به این شیوه ، مهندسی صنایع جدید لقب دادند.
