آشنایی با موضوع
انحراف تجارت که به عنوان یکی از آثار منفی ترتیبات تجارت ترجیحی در سطح منطقه‌ای شناخته شده است، در حالی به وقوع می‌پیوندد که تولیدات نامرغوب و پرهزینه کشورهای عضو در نتیجه برخورداری از ترجیحات، جایگزین تولیدات مرغوب‌تر و کم‌هزینه‌تر کشورهای غیر‌عضو شوند. حذف یا کاهش عوارض وارداتی تولیدات منطقه‌ای که در رقابت مستقیم با تولیدات غیرمنطقهای می‌باشند، موجب کاهش قیمت تمام‌شده این نوع محصولات در بازار منطقه‌ای شده و زمینه جایگزینی واردات کم‌هزینه‌تر از کشورهای غیر‌عضو را فراهم می‌نماید. این مساله به مفهوم کاهش تجارت با تولید‌کنندگان غیرمنطقهای و به عبارت دیگر همان انحراف تجارت می‌باشد. انحراف تجارت هزینه‌ها و آثار سوء زیادی را از خود بر جای می‌گذارد. یکی از مهم‌ترین اثرات منفی انحراف تجارت ایجاد اختلال در شرایط طبیعی رقابت بین‌الملل، تقسیم بین‌المللی منابع و بهره‌گیری از مزیت نسبی در سطح بین‌المللی می‌باشد.
