عقب ماندگی ذهنی به عملکرد هوشی کلی که به طور قابل ملاحظه پایین‌تر از حد طبیعی است و موجب اختلال همزمان در رفتار انطباقی شده یا با آن همراه می‌گردد اطلاق می‌شود که خود را در دوره رشد ظاهر می‌سازد. این اختلال یک سندرم رفتاری است که علت، مکانیسم، سیر و پیش آگهی واحدی ندارد. سن شروع عقب ماندگی ذهنی زیر ۱۸ سال است و منظور از مهارتهای انطباقی انجام کارهای است که در هر سن خاص به طور معمول از فرد انتظار می رود. هرگونه اختلال ژنتیکی و کروموزومی که اغلب بصورت ارثی در خانواده ی پدری یا مادری کودک وجود دارد، در بوجود آمدن کودک با ضایعات و اختلالات حسی و حرکتی و ذهنی نقش موثری دارد . در واقع عوارض و مشکلات وراثتی باعث ایجاد اختلالات فراوان در رشد جسمی و ذهنی کودکان می گردد.
