شبیهسازی در واقع فرآیند طراحی مدلی از سیستم واقعی است؛ که با انجام آزمایشها با استفاده از این مدل و با هدف پی‌بردن به رفتار سیستم، یا ارزیابی استراتژیهای گوناگون، در محدوده‌ای که به‌وسیله معیار و یا مجموعه‌ای از معیارها اعمال شده، برای عملیات سیستم، صورت می‌گیرد. شبیه سازی تقلیدی از عملکرد فرآیند یا سیستم واقعی با گذشت زمان است. همچنان‌که یک سیستم با گذشت زمان تکوین مییابد، رفتـــار آن با ایجاد مدل شبیهسازی بررسی میشود. این مدل، معمولاً به‌شکل مجموعه‌ای از فرضهای مربوط به عملکرد سیستم است. این فرضها در چارچوب رابطههای ریاضی، منطقی و نمادین بین نهادهها یا اهداف مورد نظر سیستم بیان میشود.
