"فرآیندی که بکار می رود تا تعیین شود انجام چه فعالیتهایی برای نگهداشتن دارایی های فیزیکی در سطح مشخصی از کارآیی (مطابق با نظر استفاده کنندگان از آنها) و حفظ کارکرد (function) آنها ضرورت دارد." در واقع RCM یک روش مهندسی برای تعیین برنامه های نت در سطح یک سازمان است که قابلیت اطمینان را به عنوان مفهومی کلیدی لحاظ می نماید. یکی دیگر از ویژگیهای اصلی این روش، رویکرد کارکردمحور (function based) آن است. یعنی فرآیند آنالیز پس از تعیین محدوده کاری، از تعریف و مشخص کردن کارکردهای هر یک از سیستمها و تجهیزات مشمول در برنامه آغاز می شود. علت تأکید بر این موضوع با توجه به تعریفی که از RCM ارائه شد کاملاً مشخص است. در واقع هدف اصلی از انجام آنالیز RCM به دست آوردن برنامه تعمیراتی جامعی است که منجر به تداوم کارکرد دارایی های فیزکی شود و این به معنی داشتن یک استراتژی مؤثر برای مدیریت و کنترل خرابی ها و علل ریشه ای آنهاست. بدیهی است برای نیل به چنین هدفی ابتدا می بایست کارکردهای سیستمها و تجهیزات مختلف تعیین گردند.
