نوعی نگهداری و تعمیرات است که توسط کلیه کارکنان، به صورت فعالیتهای گروهی اعمال میشود. یک چارچوب فکری منحصر به فرد است که می توان بر پایه آن، نظام جامع نت را در یک سازمان بنا نهاد. نگهداری و تعمیرات بهره ور فراگیر , یکی از انواع روش های اصلی و مادر در بحث نگهداری و تعمیرات است . این روش تقسیم کار عملیاتی را در بین دپارتمانها الگو قرار میدهد و از تمرکز عملیاتها در یک بخش جلوگیری می نماید. شروع TPM از دهه 70 میلادی در صنایع خودرو سازی ژاپن بوده و معرفی آن به سایر دنیا از سال 1988 و با انتشار اولین کتاب لاتین در این زمینه صورت پذیرفت. TPM در واقع نوعی الگو گیری از سیستم TQM بوده و هدف آن رساندن خرابی ها به سطح صفر (zero breakdown) است در حالیکه هدف سیستم TQM رساندن نقص در کالای تولیدی به حد صفر (zero defect) می باشد. استراتژی بنیادین در هر دو سیستم فوق، پیشگیری در مبدأ بجای حل مشکل پس از وقوع است. نگهداری و تعمیرات بهره ور فراگیر، یا نگهداری و تعمیرات اثربخش جامع، یک نوع سیاست نگهداری و تعمیرات است، که با هدف حداکثر کردن بهره وری و اثربخشی کلی تجهیزات، از طریق یک سیستم فراگیر نگهداری و تعمیرات پیش گیرانه، برای کل طول عمر تجهیزات می باشد.
