در این شاخه نت امکان برنامه ریزی جهت تخصیص بهینه منابع و از بین بردن عیوب وجود دارد و می توان از انبار نمودن بیهوده ابزارآلات, تجهیزات, قطعات یدکی و مواد مصرفی جلوگیری نمود و با حداقل نیروی انسانی خدمات لازم را ارائه نمود..در این مرحله بایستی تعریف کار و ثبت اطلاعات به گونه ای باشد که مرتبط با مراکز هزینه تعریف گشته باشد . محاسبات مربوط به نفرساعت صرف شده ، مواد و قطعات مصرف شده ، سفارش قطعات ایجاد شده و سایر سیکل های هزینه ای از طریق این اطلاعات انجام می گردد . برای هر کار نت لازم است سوالات چه چیزی (what) ، توسط چه کسی (whom) ، در کجا (where) ، چه وقت (when) و چرا (why) مشخص باشد . برای جمع آوری این اطلاعات لازم است ورودی های صحیح ثبت اطلاعات جهت نگهداری کلیه سوابق و جزئیات مربوط به آنها و همچنین گزارش نویسی مورد بازنگری قرار گیرند . در بسیاری از موارد ، ثبت دقیق و کامل جزییات مربوط به فعالیت های روزمره نظیر روانکاری و تنظیمات جزیی ضروری می باشد . در سیستم صدور حکم کار ، برنامه ریزی از عناصر اصل سیستم می باشد ؛ برنامه ریز باید بتواند زمان ، مواد و نیروی انسانی را به تجهیزات اختصاص دهد . واحد برنامه ریزی بایستی به گونه ای برنامه ریزی حکم کار را انجام دهد که کار نت در محدوده زمانی تعریف شده انجام یابد و نیازمندیهای سیستم تولید و نگهداری و تعمیرات توامان پاسخ داده شود .
