طوفان مغزی یا طوفان فکری یا بارش ذهنی یک تکنیک خلاقیت و ایده پردازی است که برای تولید تعداد زیادی ایده یا راه حل در مورد یک مسأله به کار می‌رود. مینای علمی تکنیک خلاقیت طوفان فکری بر اساس مفاهیم خلاقیت شناسی روانشناختی است .در روش طوفان فکری شرایطی اعمال می گردد که در آن تعدادی از موانع مهم تفکر خلاق و ایده پردازی به حداقل می رسد . به عنوان مثال در حین ایده پردازی نبایستی هیچگونه پیش داوری و قضاوتی درباره ایده های افراد بشود چون ارزیابی حین ایده پردازی مانع ارائه ایده های بیشتر توسط افراد به دلیل ارزیابی شتاب زده و سطحی و یا نگرانی از نوعی استهزاء دیگران می شود. در مرحله ایده پردازی کمیت ایده ها مورد توجه است نه کیفیت آنها . ارزیابی ایده ها مرحله جداگانه ای است که بایستی بعد از جلسه طوفان فکری انجام گیرد. روش طوفان فکری با شیوه های گوناگونی قابل اجراست از جمله طوفان فکری جهت دار که در آن بارش ایده ها روی موضوعی خاص تر - مثلاً امکان حذف کلیه اتلاف های ممکن - متمرکز می شود. یکی از روش های طوفان فکری جهت دار ، طوفان فکری با توجه به هریک از چهل اصل ابداعی یا چهل راهکار و روش برای حل مسئله در روش شناسی خلاقیت شناسی تریز ( TRIZ ) می باشد . در این روش ایده پردازی بر پایه هر یک از راهکارهای 40 گانه تریز انجام می گیرد.
