بدهی های عمومی که به عنوان بدهی های دولتی و بدهی های ملی شناخته می شود در حقیقت بدهی های دولت مرکزی است. در مقابل، "کسری بودجه سالانه" دولت، اشاره به تفاوت بین دریافتی ها و هزینه های دولت در یک سال دارد که بدهی عمومی، افزایش بدهی در طول یک سال معین است. بدهی های دولت، یکی از روش های تامین مالی عملیاتی دولت است، اما این تنها روش نیست. دولت ها همچنین می توانند برای کسب درآمد از بدهی های خود اقدام به خلق پول نمایند در نتیجه نیازی به پرداخت بهره بدهی ها نخواهند داشت. اما این عمل بیش از آن که منجر به حذف بدهی های دولت شود به کاهش هزینه های بهره دولتی منتهی خواهد شد و در نتیجه در صورت عدم صرفه جویی می تواند تورم شدید را بدنبال داشته باشد. بدهی های عمومی را می توان به عنوان بدهی های داخلی (بدهی به وام دهندگان در داخل کشور) و بدهی خارجی (بدهی به وام دهندگان خارجی) دسته بندی کرد. همچنین اوراق قرضه معمولا به بدهی های دولت که بصورت یک ارز خارجی منتشر شده،اطلاق می شود. یکی دیگر از تقسیم بندی معمول بدهی های عمومی، مربوط به مدت زمان بازپرداخت بدهی هاست. به طور کلی بدهی های کوتاه مدت برای بازپرداخت برای مدت زمان یک سال یا کمتر گفته می شود در حالیکه بدهی های طولانی مدت به بدهی های با بازپرداخت بیش از ده سال اطلاق می شود. تعریف گسترده تر از بدهی های دولت ممکن است تمام بدهی دولت را در نظر بگیرد، از جمله پرداخت حقوق بازنشستگی در آینده و پرداخت برای کالاها و خدمات دولتی که قرارداد آن بسته شده ولی هنوز پرداختی انجام نشده است.
