فروش کالا در یک بازار خارجی با قیمتی کمتر از هزینه نهائی تولید آن کالا در کشور عرضه کننده، به منظور کسب مزیت در رقابت با دیگر عرضه کنندگان همان کالا. این سیاست یکی از سیاست های مخربی است که کشورهای ثروتمند در بازارهای جهانی اعمال می کنند. دامپینگ هنگامی بوجود می آید که دو شرط برقرار باشد. اول اینکه صنعت در شرایط رقابت ناقص باشد بطوریکه شرکت نه قیمت گیرنده، بلکه وضع کننده قیمت در بازار باشد. دوم اینکه بازار یک حالت هدایت شده داشته باشد بطوری که مصرف کنندگان داخلی نتوانند کالائی را که جهت صادرات در نظر گرفته شده خریداری کنند با توجه به این دو شرط یک تولید کننده انحصاری این امکان را در خود می بیند که از دامپینگ سود تجاری سرشاری بدست آورد.
