فعالیت‌های اقتصاد سایه یک واقعیت است که همواره در حال افزایش است، تقریباً همه کشورها سعی در کنترل رشد آن دارند چون نتایج جدی غیرقابل جبران زیر را به همراه خواهد داشت. در اقتصاد سایه یا پنهان فعالیت های اقتصادی بصورت غیرقانونی انجام می شود در نتیجه فرارمالیاتی و پولشویی و استفاده از پول های کثیف در بازار رسمی اتفاق می افتد. رشد اقتصاد سایه می‌تواند چرخه‌ای زیانباری نیز به همراه داشته باشد مبادلات در اقتصاد سایه، مالیات را تحت تأثیر قرار داده به طوری که مالیات‌گیرنده مقدار کمتری از آن چه که باید دریافت کند، دریافت می‌کند و دولتها با افزایش نرخ‌های مالیات منجر به بدتر شدن بخش عمومی می‌شوند. مطالعات مدل‌سازی‌های اقتصاد خرد و کلان براساس داده‌های چندین کشور نشان می‌دهند که نیروهای اصلی اندازه و رشد اقتصاد سایه با نسبت مالیات و پرداخت‌های امنیتی، اجتماعی، بالا می‌رود و با محدودیت‌های فزاینده در بازار کار رسمی ترکیب می‌شود. نرخ‌های دستمزد در اقتصاد رسمی نیز در رشد اقتصاد نقش مؤثری بازی می‌کنند
