بازار ارز یکی از مهم ترین بازارها در تمام اقتصادهایی است که با جهان خارج ارتباطات تجاری و مالی دارند. اهمیت این بازار تنها از تاثیر آن بر جریان تجارت خارجی ناشی نمی شود، بلکه باید توجه کرد که تحولات این بازار به سراسر اقتصاد نیز منتقل می شود. بازار ارز با بازار پول، سرمایه و کالاو خدمات ارتباطات متقابلی دارد؛ بنابراین تحولات بازار ارز بر این بازارها نیز موثر خواهد بود. در " سیستم نرخ کاملا انعطاف پذیر ارزی"، هر گونه کسری یا مازاد در تراز پرداختهای کشور به طور خودکار به ترتیب با تنزل یا ترقی (تضعیف یا تقویت) ارزش خارجی پول اصلاح می شود. در این سیستم دولت در بازار های مبادلات ارزی دخالتی ندارد و مسئله از دست دادن یا ذخیره سازی ذخایر بین المللی توسط کشورها نیز مطرح نمی باشد. در واقع، تحت این سیستم ارزی ذخایر بین المللی به کلی غیرضروری است. در دنیای واقعی و در عمل، هیچگاه این سیستم ارزی در نوع خالص خود به اجرا در نیآمده است.
