هزینه اقتصادی که به آن عباراتی چون هزینه فرصت، هزینه واقعی یا قیمت سایه نیز می‌گویند، همان هزینه‌ای است که برای فرصت‌های از دست رفته پرداخت، می‌شود. زمانی که در مورد مصرف منابع کمیاب(دارای محدودیت مصرف)، جهت تولید کالایی معین از کالایی دیگر چشم‌پوشی می‌کنیم، در واقع آن کالای دیگر را جهت تولید کالای معینی، قربانی کرده‌ایم و این کاهش تولید(کالای فدا شده) را می‌توان به منزله هزینه تولید کالای معین تلقی کرد؛ که به آن هزینه اقتصادی گفته می‌شود. هزینه اقتصادی با هزینه حسابداری متفاوت است هزینه حسابداری به دست آوردن یک چیز پولی است که برای آن می‌پردازیم ولی هزینه فرصت چیزهائی است که می‌توانستیم با آن پول به دست آوریم ولی از آن چشم پوشی می‌کنیم. هزینه اقتصادی بر انتخاب یک پروژه اثر می‌گذارد و انتخاب آن پروژه سبب پدید آمدن هزینه حسابداری می‌گردد.
