خوداشتغالی نوعی اشتغال در بخش غیر مزد بگیری است که فرد شاغل با اتکا به توان شخصی، ابتکار و خلاقیت خود به کارهای تولیدی و خدماتی و در نتیجه کسب درآمد می‌پردازد. بخش خود اشتغالی در اقتصاد فرد را به تدریج آماده کسب توانایی‌های لازم برای ورود به بازارهای بزرگ‌تر و گسترده‌تر می‌کند.در نتیجه می‌توان خود اشتغالی را زمینه ساز رشد اشتغال آزاد و نهایتا رشد شاخص اقتصاد کشور در نظر گرفت.خوداشتغالی هر نوع فعالیت تولیدی و خدماتی مولد ارزش‌های اقتصادی در بخش غیر مزد بگیری را شامل می‌شود. بنابراین تمام مشاغل موجود در بخش غیر مزدبگیری شامل تمام افرادی که در زمینه‌های صنعتی، کشاورزی و مشاغل دیگر برای خود کار می‌کنند، در محدوده فعالیت‌های خود اشتغالی قرار دارند.طی دهه اخیر عرضه نیروی کار بر تقاضای آن فزونی داشته و این شکاف به تدریج افزایش یافته است، که نتیجه آن بحران بیکاری است.بر همین اساس برنامه‌های خوداشتغالی یکی از مقولات مهم در چارچوب سیاست‌های بازار کار مدنظر بیشتر کشورهای جهان قرار گرفته است.
