دستیابی به تورم پایین و باثبات، مستلزم توانایی استفاده از ابزارهای موثر و کارا در امر سیاست‌گذاری پولی است. اجرای صحیح سیاست‌گذاری پولی و بکارگیری هدفمند ابزارهای پولی نیز مستلزم شناسایی عوامل اصلی اثر گذار بر تورم است. آثار زیانبار تورم‌های مزمن و بالا بر اقتصاد باعث شده است که دولتمردان و مقامات پولی کشورها همواره در صدد رفع این پدیده و کاهش و کنترل تورم برآیند. از این‌رو از اوایل دهه 1990، برخی از کشورهای توسعه یافته در صدد استفاده از چارچوبی به‌نام هدفگذاری تورم جهت حفظ تورم پایین برآمدند و تا کنون نیز در این کار موفق بوده اند ولی کشورهای در حال توسعه به‌دلیل عدم برخورداری از شرایط لازم جهت اتخاذ این چارچوب امکان اتخاذ موفقیت‌آمیز آن را نیافته‌اند. مشکل بالقوه هدفگذاری تورم این است که از آنجایی که به‌دلیل وجود وقفه‌های طولانی سیاست پولی، نتیجه تورم پس از وقفه‌ای طولانی مشخص می‌‌شود، این چارچوب علائمی‌‌فوری در خصوص وضعیت سیاست پولی در اختیار مردم قرار نمی‌‌دهد.
