سازمان بهداشت جهانی ، بهداشت روانی را اینگونه تعریف می‌کند: "بهداشت روانی در درون مفهوم کلی بهداشت قرار دارد و بهداشت روانی یعنی توانایی کامل برای ایفای نقش‌های روانی و جسمی، بهداشت روانی به معنای نبود بیماری یا عقب ماندگی نیست." بهداشت روانی به طور کلی برای اطلاق به کسی به کار می رود که در سطح بالایی از سازگاری و انطباق رفتاری و هیجانی قرار دارد، نه صرفاً کسی که بیمار روانی نیست. مفهوم بهداشت روانی شامل آسایش ذهنی، احساس خودتوان‌مندی، خودمختاری، کفایت، درک هم بستگی بین نسلی و شناخت توانایی خود در محقق ساختن ظرفیت‌های عقلی و هیجانی خویش است. به گونه‌ای دیگر می‌توان گفت: بهداشت روان حالتی از رفاه است که در آن فرد توانایی‌هایش را باز می‌شناسد و قادر است با استرس‌های معمول زندگی مدارا کند، از نظر شغلی مفید و سازنده باشد، برای اجتماع خود نقشی ایفا کند و با دیگران مشارکت و همکاری داشته باشد. سلامت روان شامل افزایش توانایی‌های افراد و جامعه و قادرسازی آن‌ها در دستیابی به اهداف مورد نظر می‌باشد.
