واژه فناوری اغلب به نوآوری ها و نوابزارهایی اشاره دارد که از اصول و فرایندهای تازه یافته ی دانشی بهره می گیرند. فناوری را می توان کلیهی دانش ها، فرایندها، ابزارها، روش ها و سیستم های به کار رفته در ساخت محصولات و ارائه ی خدمات تعریف کرد. ﻓﻨﺎوری ﺑﺎﻋﺚ ﺗﺴﻬﻴﻞ ارﺗﺒﺎﻃﺎت و ﭘﻴﺸﺮﻓﺖ ﻫﺎی ﮔﺴﺘﺮده ﺷﺪه اﺳﺖ. فناوری ارتباطی- اطلاعاتی نوین، مهمترین نیروی پویا در پیشبرد فرایند جهانی شدن و دگرگونیهای جاری در فعالیتهای انسانی است بویژه شبکه های الکترونیک که به نوعی زیرساخت اصلی جهانی شدن به شمار می رود؛ ویژگی های فناوری های نوین : تعاملی بودن، فردی شدن، کنترل از سوی مخاطبان، تکثر و فراوانی، نفوذ، تحرک، تمرکز زدایی، جهان گرایی، تبدیل پذیری و اتصال پذیری. تکنولوژی های ارتباطی به طرز فزاینده ای باعث رشد آگاهی های فردی شده و فضای جوامع ابتدایی چهره به چهره با دست کم نسبت به دوران گوتنبرگ تغییر داده اند. کتاب ها، روزنامه ها، رادیوهای ترانزیستوری، ضبط صورت ها، ویدئوها، تلویزیون و سینما سهم عمده ای در تحولات تاریخی ایفا کرده اند و برخی از ابزارهای نوین تکنولوژیک همانند مجلات اواخر قرن نوزدهم و اوایل قرن بیستم، به جزئی از نیروی اجتماعی تبدیل شده اند. ابزارهای نوین دو سویه الکترونیک نیز در قرن بیست و یکم تاثیرات عمیقی را عهده دار است که ابزارهای قبلی در قرن بیستم آن را به عهده گرفته بودند. و تکنولوژی های نوین از توان مشارکت بسیار بالا برخوردارند.
