سازمانهای بزرگ با ساختارهای سنتی توان و انعطاف لازم جهت همسویی با تغییرات محیط پیرامونی بویژه با توجه به مسایل جهانی شدن را ندارند و برای بقای خود ناچارند یا تغییر ساختار دهند یا خود را به ابزارهایی مجهز کنند تا توان مقابله با تغییرات جهانی را به دست آورند. یکی از مهمترین این ابزارها، ایجاد سازمان یادگیرنده و نهادینه کردن یادگیری سازمانی است. سازمان یادگیرنده سازمانی است که تمامی قدرت فکری، دانش و تجربه سازمان را برای ایجاد تغییرات و بهبود مستمر برای توسعه در اختیار گرفته و برآن مدیریت می کند. یادگیری ازدیدگاه سازمانی زمانی اتفاق می افتد که اطلاعات، جمع آوری و به منظور تولید وگسترش حقایق جدید، تجزیه و تحلیل شوند، دیدگاه جدیدی را خلق کرده وآن را از طریق ارتباط، تدریس وگفتگو وتعامل به تمام سطوح سازمانی منتقل کند. و به عبارتی، یادگیری سازمانی به چگونگی وقوع یادگیری یا عنصر دانش در یک سازمان می پردازد. بوروکراسی(حکومت ادارات یا دیوان سالاری)، به سلسله مراتبی از اقتدار و مسئولیت اطلاق می شود که یک سازمان رسمی، برای هماهنگ ساختن فعالیت هایش و رسیدن به اهداف تعیین شده اش، از آن استفاده می کند.
