سازمان کشورهای صادر کننده نفت با نام اختصاری اوپک (OPEC)، یک کارتل نفتی است که متشکل از کشورهای الجزایر، ایران، عراق، کویت، لیبی، نیجریه، قطر، عربستان سعودی، امارات متحده عربی٬ اکوادور، آنگولا و ونزوئلا است. مقر بین‌المللی اوپک از سال ۱۳۴۴ در شهر وین در کشور اتریش قرار دارد. اوپک (opec) مخفف نام انگلیسی سازمان کشورهای صادرکننده نفت است که در کنفرانسی که طی روزهای ۱۰ تا ۱۴ سپتامبر سال ۱۹۶۰ در بغداد با حضور نمایندگان کشورهای ایران، عراق، کویت، عربستان سعودی و ونزوئلا برگزار شد بنیان گذاشته شد هدف اصلی این سازمان، آنچنان که در اساسنامه بیان شده، به این شرح است: «هماهنگی و یکپارچه سازی سیاست‌های نفت کشورهای عضو و تعیین بهترین راه برای تامین منافع جمعی یا فردی آنها، طراحی شیوه‌هایی برای تضمین ثبات قیمت نفت در بازار نفت بین المللی به منظور از بین بردن نوسانات مضر و غیر ضروری؛ عنایت و توجه ویژه به کشورهای تولید کننده نفت و توجه خاص به ضرورت فراهم کردن درآمد ثابت برای کشورهای تولید کننده نفت؛ تامین نفت کشورهای مصرف کننده به صورت کارآمد، مقرون به صرفه و همیشگی و ...»
